The block stays on the job
The block is access, not a courtesy. A leash reactivity on one block with no the block on the record becomes a second call. Gneiss repeats the the block back and leaves it on the DispatchNode job. The next person on the route should not have to rediscover it. A company can pass the request. The block stays on the ticket for the company that claims it.
